Front Lines, Occupation and a Continent in Crisis

By May 1917, the First World War (1914–1918) had transformed the political and military geography of Europe. The Western Front remained entrenched across France and Belgium, while the Central Powers occupied extensive territories in Poland, the Baltic region, Serbia, Montenegro, and much of Romania. Fighting continued along the Italian and Macedonian fronts and between Russian and Ottoman forces in the Caucasus. The United States had declared war on Germany on 6 April 1917, adding enormous potential economic and military resources to the Allied cause, although large American combat forces had not yet arrived in Europe.

At the same time, political instability was beginning to alter the balance of the war. The February Revolution had forced Tsar Nicholas II to abdicate, leaving Russia governed by the Provisional Government while its army remained formally in the conflict. Greece was divided by the National Schism, with a pro-Entente government at Salonika opposing the neutral royal government in Athens until Greece formally entered the war in June 1917. Romania continued resistance from Moldavia after Bucharest and much of the country had fallen to the Central Powers. Thus, May 1917 represents an important transitional moment: Europe's military fronts appeared relatively stable, but the political alliances and resources sustaining them were undergoing profound change.
