The Russian Empire under Peter I (reign 1682–1725) emerged from an intensified process of military and state-building reform rather than a sudden break with earlier Muscovy. The Great Northern War (1700–1721) placed enormous demands on the Russian state and accelerated changes in taxation, conscription, government, industry, and military organization. Peter created the Governing Senate in 1711, reorganized central administration through colleges, replaced the patriarchate with the Holy Synod in 1721, and introduced the Table of Ranks in 1722. Mining, metallurgy, shipbuilding, technical education, and transport were promoted largely to support the expanding state and armed forces. These reforms selectively borrowed from European practices while adapting them to Russian institutions and strengthening the obligations of nobles, peasants, and other subjects to the state.
Foreign war transformed Russia's geopolitical position. Victory over Sweden culminated in the Treaty of Nystad (1721), securing Ingria, Estonia, Livonia, and part of Karelia and establishing Russia as a major Baltic power. That same year Peter adopted the title Emperor of All Russia, formally marking the transition from tsardom to empire. Expansion nevertheless remained uneven and contested: Russian ambitions against the Ottoman Empire suffered a major reversal in 1711, the Caspian conquests of 1722–23 proved temporary, and Cossack, Baltic, Kalmyk, Siberian, and steppe regions remained subject to different forms of imperial authority.
