Appointed by the [Tsar](https://www.worldhistory.org/Tsar/) to dampen brewing discontent and growing independence feeling in Warsaw, Wielopolski (1803-1877), a Polish aristocrat, devised a plan to conscript a vast number of Polish youth into the Imperial Russian Army, precipitating the [January Uprising of 1863](https://www.worldhistory.org/January_Uprising_of_1863/).
