A 1902 photograph of Kaiser Wilhelm II (1859-1941). The kaiser was roundly blamed for starting the First World [War](https://www.worldhistory.org/disambiguation/War/) (1914-18) with his persistently aggressive foreign policy. As a consequence, after the war, he was obliged to abdicate.
