It depicts the double-headed eagle crest of the Holy [Roman Empire](https://www.worldhistory.org/Roman_Empire/) (adopted 1433 CE) with the banners of its towns. It became widely used within the [Empire](https://www.worldhistory.org/empire/) in coats of arms and in documents, among other things.
